Can I sell or lease my factory in Egypt now? Transfer rules 2026
By Seif Gomaa, SANAD · Last verified 19 October 2026
Until 31 December 2026, a factory or industrial plot in Egypt can be sold or leased without the old 3-year operating requirement, provided the land is fully paid, the project is operating, and it holds an operating licence and industrial registration (Ministerial Decision 171 of 2026). From 1 January 2027 the restrictions return.
A factory can be sold now if:
- The land price and dues are fully paid.
- Actual operation has started.
- It holds a valid operating licence.
- It holds an industrial registration.
- Written approval is obtained from the Industrial Development Authority before registration at the Real Estate Publicity Authority.
How the rules changed
October 2024
The Real Estate Publicity Authority stopped registering any sale or assignment of industrial land without written IDA approval, full payment and an operating licence.
Before 2026
No transfer before 3 years of operation, no lease before 1 year.
August 2026
Decision 171 of 2026 (amending Decision 107) removed both conditions.
31 December 2026
Last day of the relief window.
1 January 2027
Transfer and lease restrictions return.
IDA transfer-of-industrial-unit service
- Fee: EGP 10,000 plus VAT.
- The committee decides within 7 working days, with notice within 3 days.
- The transfer must be activated with the land authority within 60 days of approval.
A conflict you should know about
The IDA service page still lists "an operating licence at least 3 years old" among the documents, which contradicts Decision 171 until the end of the year. If you apply, ask for the newer decision to be applied and bring a copy.
Want to use the window?
Send us your factory's details. We will review its standing with the authority and present it to buyers before 31 December.
